How Many People to Make ADR For?

Our party will have 6 adults and 3 children under 2. When making ADRs, do I make them for 6 or 9? Obviously, this is my first time! TIA!!!

need ADR for each head count---even if need highchairs as they need to be sure is room for all

9 for the ADR (advanced dining reservation). All people no matter age need to be counted for the reservation.
