This very question was asked on the AYSA thread and here is a copy of my answer..
Assume the average tootsie pop has a total diameter of 2 cm (hey I have to make some assumptions here because every tootsie pop is not exactly the same size). This makes the radius of the total pop 1 cm. The chewy center of the tootsie pop has a diameter of approximately .5 cm which gives us a center radius of .25.
note: In the following formulas (pi) is approx. 3.14159
The volume of the total pop is 4/3(pi)(r^3)=4/3(pi)(1^3) = 4/3(pi)
The volume of the center of the pop is 4/3(pi)r^3=4/3(pi)(.25^3)=4/3(pi)(.015625).
The volume that needs to be removed from the total pop to get to the center is the difference between the volumes or: 4/3(pi) - 4/3(pi)(.015625) = (4/3(pi))(1-.015625)=(4/3)(pi)(.984375)=.73828125(pi)=2.31938.
If we assume the average person can remove .005 of the volume of the tootsie pop with the average lick. 2.31938/.005 = 463.876 licks.
