How long to wait.....eBay issue

How many days would you wait to file a complaint with eBay or Paypal for items paid for but not delivered. I've tried contacting the seller to no avail. I've been seeing some negatives popping up in the last weeks for non delivery. I paid immediately but have received no acnowledgement of shipping and no repiles to emails. I need the item for an upcoming vacation. How long do I wait?? The eBay dispute panel says at least 10, PayPal doesn't seem to have a time listed.

If you paid via Paypal, they have to show they shipped within 7 days, or you can do a charge back.
