How late is Guest Services open?

Does anyone know how late the Guest Services window/offices are open at night? I would assume something like 30-60 minutes after park closing, but I think there's also a Guest Services window in CityWalk which could be later.

I'm asking because I have booked an Annual Passholder rate at Sapphire Falls for one night when we arrive in Orlando. We'll be checking out the next morning and moving to Royal Pacific for 2 further nights at a passholder rate. In order to get the Passholder rate, I'll need to show an annual pass prior to check out, but I only have one night there so the time that I have to get the annual pass sorted out is short.

I currently have a 3 day park to park ticket that I intend to upgrade to a Power Pass, and to upgrade a ticket I assume I'll need to speak to someone in Guest Services. However we'll be arriving at Universal around 8:30 at night in late August, roughly when USF park is closing. I would like to be able to walk over to get the ticket upgrade done that night so I can easily show the annual pass in the morning as I check out rather than go back and forth between the park and hotel in the morning as we'll already have enough to do with packing up, moving between hotels, and trying to get to the parks early.

Any idea how late I could go somewhere to do the ticket swap my arrival night? Or how early the ticket booths open in the morning (but this would be my second choice by far)?

I hope I haven't shot myself in the foot by planning things this way. It's just that we already have the 3 day pass in hand and are going to save enough with the passholder discount over the 3 total hotel nights to make the ticket upgrade worthwhile.

i have seen guest service extend this time if there are people still in line for help.

yes, there is a guest service in city walk.

guest services opens 30 minutes before park opening
there have been times it has opened earlier, think it depends on the need.
times i have used gs it opened one hour earlier than the parks last october.
