The best rates are usually found 2 weeks prior to your trip. That is when car rental companies post their last minutes rate. I scored a great rate just 10 days before my trip this past May.

That's what I do. I actually booked my Jan car rental a month ago and have already changed it a couple times. (first time due to I found a couple code good for then and yesterday due to the price dropped $36!)
