I am a DVC member at VWL, I would like to stay at BCV on the next trip and someone suggested trading points with a BCV owner to make sure I can get the reservation 11 months out.

How does trading points work? I will be using banked points for the stay, so I wouldn't be able to transfer them to anyone.

Look for a BCV owner who would like to stay at the VWL. You make the ressie at the VWL for the BCV owner and he/she makes the BCV ressie for you at BCV. You will have to work out how to handle any differences in the points required for the two reservations - you can either transfer the difference or perhaps agree to pay $x /"extra" point.

A straight transfer of points between owners won't work. You can either transfer points out of your account or have someone transfer points into your account. Can't do both in the same year.

Are trades registered in the names of the transferees or the owners?

You are actually trading reservations. The reservations are made in the name of the person(s) who will actually be staying at the resort.
