How does this work?

I have been told by people here and in a few of my travel guides that the CSR charges a per night surcharge for each adult over the normal 2 in a room. Now I am slightly confused. When I put it into the Disney Reservation system and went all the way to the "book this offer" button I saw nothing about this and the end quote was the same as POFQ. Do they just spring this on you or how is this supposed to work?
