How does the Quarrantine actually work for DVC members from New York?

Executive order has been updated and has no expiration date at this time.

He can still choose to extend or end early. The order has been in place with the July 7th date since May,

If he extends his state of emergency this gets extended unless he specifically ends it, Or, he could choose to end it on his own.

That article you posted, dated yesterday says:

We reached out to the Florida Department of Health for clarification, and they said that the Tri-State travel restrictions are currently set to expire on July 7, 2020.

Do you have later information from the state that says something different?

I have been struggling to understand how this will work for our situation so hopefully one of you will weigh in...
We are going to Vero Beach in August. We live in PA.
We are taking my in laws who live in CT.
I had to enter their home address information in the DVC reservation - when i added them 7 or so months ago.
We are all flying from Philly because they're driving to us a few days early to hang out and we wanted to leave together.

We are the owners and the reservation is ours.
Will they not be allowed in? I don't understand. I have asked DVC many times and they do not answer directly. They give me the florida website but they don't say yes or no straight up.

Thoughts?

Its not Disney's order to enforce so they won't enforce it. I've been told this by numerous cms

There is no way to enforce this. Take this scenario. They (Disney) see I may be from the tri state. I say, well, I've been here in Florida camping (with my Florida relatives..etc etc.) in quarantine for 14 days and I'm good to go! Now what? Seriously, never make a rule you can't enforce.
Most people have Magical express set up and see your flyin in.
My boss drove down 3 wks ago with his family to his house on west coast.
A lot easier to skirt rules than Wdw who will actually be asking the questions of where you have been.
My DD has Ressie 7/12..... I’m praying

By August the restriction should be gone

I highly doubt disney is going to be asking any questions its going to be a honor system.

I didn't post the one you linked to. The one I posted links to the executive order by the governor. https://www.flgov.com/wp-content/uploads/orders/2020/EO_20-139.pdf

Currently no expiration date. The June 5 EO was amended to allow specific individuals coming from the tri-state area

The original E0 82 does have one though.and E0 139 does not say it supersedes the original order, I think that is why people are confused because you have to read them all, and not just most recent.

It makes no sense that the travel restrictions for Louisiana residents ended on June 5th, yet it still exists for residents of NY, NJ and CT
What about other states that had high amount of cases like Texas, California, and the list goes on. Still don’t understand why DeSantis just singled out 4 states for quarantine coming into Florida.

Correct. The actual order will expire either July 7th, earlier if he ends it or will go longer if he extends EO 52.

Here is the bottom of the original order to restrict travel

There has been an uptick in cases in Orange County. Perhaps he won’t lift the quarantine if the situation gets worse.

I have been to Florida 2 times since the quarantine and this Monday june 22 I am checking into DVC and I'm from South Jersey. Use the online check in OR you have already been there for 2 weeks visiting family and decided to finally use your points before heading home :)

Early on, it made sense, but now it's all posturing and has nothing to do with facts at this point. But we can't talk about politics on the boards so I'm not going to.

Though - my aunt had to cancel her trip and she has 5 cases total in her county! We're watching closely for our dates in Aug since I rented points and if we can't go, we will probably lose all our money because we used the DVC Rental store. Trip insurance already didn't cover a pandemic, so I doubt it would cover this reason. Maybe I'll send DeSantis my bill ;)
