How does the Quarrantine actually work for DVC members from New York?

I called the Florida COVID-19 hotline on Friday to ask if the executive order covers all travelers from New York state. The representative said that it did. I've read the EO three times now and I can't find where it states that. Can anyone tell me? This is the text from the Executive Order Number 20-82
I hereby direct all persons who enter the State of Florida from an area with substantial community spread, to include the New York Tri-State Area (Connecticut, New Jersey and New York), to isolate or quarantine for a period of 14 days from the time of entry into the State of Florida or the duration of the person's presence in the State of Florida, whichever is shorter.

Typically the Tri-State Area is NYC and surrounding area. I live in Central NY that has not had substantial community spread and is a 4.5 hour drive to the area. We have a DVC stay at AKL from 7/5-7/10

So both 20-80 and 20-82 both list three states: New York, New Jersey, and CT, without specifying regions. The lack of specificity essentially means it's applicable to all three states, and not portions of those states. If they wanted to address the metro tri-state area, they'd likely have to list specific counties from all three states to avoid any confusion in enforcement.

Honestly, they probably enacted a blanket quarantine because it's easier to enforce. It's easier to hand everyone with a specific license plate a quarantine doc instead of analyzing what city they're from. Same with getting off the plane - everyone from EWR, Kennedy, LaGuardia, Bradley + others instead of asking them, what city are you from, where do you live, etc.

But all that said, the way all the EO's are written and connected are outright confusing in themselves, and may be constructed that way on purpose. Carlye Wisel (journalist in the theme park community) has been in contact with the governor's office, and even they can't confirm with certainty that the order should expire on 7/7, along with the state of emergency.

I agree. It is why I have decided not to cancel and see what happens. I have heard that there is a really good chance when the state goes to Phase 3, that new order will supercede these like it did for LA.

Worst case, I arrive July 3rd to MCO, WDW won’t let me stay and I head to my friends parents home,,,or my parents condo..and hang there for a few days.

IMO, WDW had to put that out there.
 
Maybe it will get lifted prior? NJ is lifting their stay-at-home order and the number of new cases in NY & NJ is now trending somewhat lower than new Florida cases. Not sure if that’s related to testing, etc., but I think the time has come to remove the ban. At least for CT - - they haven’t been around 1000 new daily cases in over a month!

Now I dont know if it was always set to expire on july 7th or if it has been extended. It was filed June 3rd and looks to be 30 days from June 3

Here check this tweet out also. It looks like the State of Emergency for ALL of Florida ends July 7th and this will end with it.
It was originally ordered on March 9th and set to expire on May 8th. State of emergency cannot last more than 60 days without being extended. So he extended it on May 8th to run another 60 days to July 7th.
Hopefully, pressure from the tourist industry will outweigh his hatred for the liberal Northeast.

It wasn’t today. He extended it another 60 days back on May 8th. On June 5th he amended it to exclude academic and airline workers.
 

I am glad that nothing new happened yesterday. I was aware of the rest and still believe that he will remove it when he announces Phase 3 in a few weeks.
 
It will be interesting to see exactly how this is handled in practice. I have heard many other places in FL are not enforcing it...it says its up to the guest to self quarantine.

So, we shall see if guests are not allowed on DME. Normally, the guard at the gate takes one persons ID and not all. I wonder if that will change.
 
There is no way to enforce this. Take this scenario. They (Disney) see I may be from the tri state. I say, well, I've been here in Florida camping (with my Florida relatives..etc etc.) in quarantine for 14 days and I'm good to go! Now what? Seriously, never make a rule you can't enforce.

Quite possibly those who lie might get away with breaking the law. Then again, they might not. I read about people who were arrested in Hawaii for violating the quarantine when their social media posts gave them away. I love Disney but I personally would not lie and break the law in order to visit there.

Well, HI is not playing games. Florida has not put nearly the effort into enforcement. HI has the added bonus of being an island, which creates far more access control.
 
I don't see the point with all of the NBA and MLS players coming in for their respective tournaments. Some of the MLS players are flying in from other countries.
 
This has me so conflicted. I keep hearing it will end soon but we have reservations for June 20-Jul 2 for a DVC stay. Some say "it will be lifted soon" or "no way to enforce" and even some saying the called member services for stays starting June 22 and they were told not to cancel. I have until tomorrow according to DVC to confirm my reservation.
 
I have no idea how they are enforcing it, but could you fly in from a different airport like PHL? I'm assuming they would only check flights from LGA, JFK, EWR, etc.

Honestly, I can't even picture them checking all of those into all of the big airports in Florida.
 
Honestly, I just hate the idea of being questioned on my movements (if I was to fly in from a different airport) or have it hanging over my head that I'm not really welcome in the state. I can do masks, limited entertainment, attractions, etc. But I don't also want to deal with this stress.

All that to say, I'm going to wait until quarantine is rescinded/over. I have a planned trip in December...hoping that'll be long enough (and case levels stay down)

The resorts don’t open until The 22nd unless you will be at VB. I confirmed my early July because I am not canceling now when it could change by then.
 
I'm flying in from Philly and staying with a Cousin in Tampa to visit for a few days. Renting a car from airport so no ME and will have Florida plates most likely. I had a typo in my original post, we are staying June 28- Jul 2. and I barely like wearing a swimsuit in public much less singing in one :) We are not going to the park obviously but was looking forward to relaxing at the resort for a couple of days. With online check in I suppose they don't ask for license at front desk?
