How does FOTL work?

I've heard this advertiszed on the TV lately...do you have to stay at an on-site hotel?

can you use FOTL all day long, or just certain hours during the day?

If you aren't staying on site, what does Universal offer to help reduce wait time? Anything like fast pass?

Those of you who've used FOTL..does it work?
