How do you make your own scooter more noticable for safety?

We will become a new scooter owner shortly and I'm looking for ideas on how to make my scooter more noticeable.

I'll start off by saying I will have two headlights, a safety flag, reflective tape in different places, and reflectors mounted. I'm doing a loud horn, too. Also, I'm thinking about head bands and such that can be used on handlebars.

I've heard some use glow lights, fairy lights and such. I'm not sure how that would hold up in rainy conditions.

I plan on decorating it and theming it, too.

For this thread I'm looking for safety suggestions. TIA
 
I used some battery powered lights like they sell to the kids down there. I placed them on flashing mode and then hung them from the front of my scooter and off my cane that was in the cane holder on the back. This raised it up so it was easier for others to see. I got mine at a local drugstore and they have 7 different lighting options for under $4.
 
I was thinking of getting a boat horn that uses a compressed gas container so people would hear it. However, I found these are designed to be easily audible several hundred yards away and would unfortunately terrorize veryone within about 50 feet, not just the ones intended for.
