There's usually an announcement. But, it's pretty much always 1:30. If not, they will announce that it's been delayed. You can keep an eye on the barriers blocking the passageways to the rooms, when they open, the rooms are open.
1:30 is the usual time that rooms are ready. The hallways are roped off until then and all rooms are ready at the same time. We just walk down the stairs or take the elevator and check if the ropes are down and you can enter the hallway.
at 1:30pm as stated above. The latest we have ever waited was 1:40pm. And really NO REASON to head to your room before 1:30. The stairwells and areas around the elevators just get a little crazy. I recommend sitting up by the pool or walk on the top deck until 1:30 and then head down. Just my opinion.
Ours didn't open until 2 on our last cruise, but that was an anomaly. We got there at 1:45 hoping to avoid the mob outside the tensa-barrier, but got stuck in it.

Exactly! You know the room is ready when the barrier tape/rope at the hallway entrance off the elevator lobbies on each deck is taken down.
You may be given a time, announcements may be made, people may be passing the word...but the guaranteed way to tell is look for the ropes. Kind of like rope drop at Disneyworld
A sure sign to check that the "ropes" have been pulled back and the cabins can be accessed is when you start to notice the crowds mysteriously thin out on the upper pool decks or listen for that rumble of the stampede heading to drop-off their carry-on luggage .
There is also a little blurb on the first page of the Navigator that staterooms will be ready by 1:30pm. Not sure if they would change that in case they know early that there is a delay.
