How do you get to boat dock at CR?

Is there a doorway in the lobby, or elevators to bottom floor, I don't remember any signs or anything to point the way?

There are a set of doors in the lobby, on the opposite side of the entrance doors.

If you were in an elevator, you would exit the elevator on the Lobby/Ground floor and turn left.
