How do you get the $30 Avis one-way rental?

Everything I've tried comes up with $43+, even for the smallest available car. Is there a code? Do you have to do it through a certain agent?

Hi,
The exact price on my one day rental for a "Group C" (Pontiac Grand Am or similar) car is $32.41. I am using an Avis Worldwide Discount number through my employer plus I received a $5 coupon from Avis for joining their program. The coupon is good for $5 off per day up to $25 per rental. Rental must begin on or before June 23, 2002.
