How do you get rid of moisture between picture frame and picture?

We painted our entire upstairs last week, came out great! Now I'm hanging our pictures back up, and noticed in a few of them that moisture (probably from old Glass Plus cleaning of them) has gotten trapped in between the surfaces of picture and frame. I tried to rip it up, but it started ripping at the picture. Can I do anything to get rid of the moisture, without destroying the picture?
 
Try soaking them in water, that is what I have been told by a photography restoration place. I have not had much luck at this, it always seems to be very stuck somewhere. Water is all you want to use, it will not harm the pictures. Then allow the pictures to air dry, don't rub them.
