How do I clean my new Hoya ND400 filter?

Yesterday I received my new ND filter and my DD grabbed it and got smudges on it. I tried just using a lens cloth but it feels like there is a texture on the filter that just won't allow it to come clean. Are there any tricks? Should I try just water? My other filters don't seem to have this coating on them.
 
I use spray lens cleaner on a corner of a lens cloth (microfiber). Then dry with the dry part of the lens cloth. I have been told to NEVER spray directly on the filter/lens.
 
I used a Microfiber cloth and a little water to clean it and it worked perfectly. Thanks for all the tips.
 

At home I use a microfiber and *distilled* water (it lacks all of the minerals that can leave water spots and such).

Out and about, I use a LensPen.
