How can I childproof a steel entry door?

DD is moving into a new place this week and the front door is steel. Her 2 yr old DS is always trying to go outside and it won't be long before he learns how to open the door and go exploring.

The landlord gave her permission to drill a hole for a latch up high but I would like to come up with a different option. The frame is wood.

Help!
 
I have a latch on my front door that works great. It keeps the door from being opened from the outside OR inside. I call it a "butterfly latch" because it's in 2 sections with a hinge down the center. You screw one side to the inside of the door casing and the other side flips over the closed door (or when not in use, on the door frame). It slides down just a little in the hinge so that it requires both an "up" motion and a "flip" motion to open it. Mine is installed at about a 6' height so my tall 7-yr-old can still barely reach it and my preschooler has no chance of reaching it even with a chair or something. I got it at Home Depot; have actually bought several - two for our house and one for my parents' house. They work great!

What Claire said. We've used those for years. They are tiny and barely show, and they come in the usual range of metal finishes. They don't require drilling the door, and they are safe in case of fire because they are easy for an adult/older child to open with no key required.
