How busy is California Adventure during Mickey's Halloween Parties?

We'll be at California Adventure on a Friday evening when there's a Mickey's Halloween Party going on in Disneyland. DCA is open until 11:00 PM that night.

Does California Adventure get busier or less busy on nights that the party is on?

It gets busier. Much busier but not until night. It's only mildly busier during the day.

It was a mess last year. The lines were super long for everything (rides, food, gift shops) and it was really crowded no matter what you were trying to do. DCA just didn't handle a crowd well. And I imagine it's only going to be worst this year with all of the construction walls up. Also, don't forget that some of the boardwalk rides close early due to world of color. So adding all of those people over from DL, stopping some of the rides and then having walls up and reducing a lot of the pathways through the park only sounds like a disaster waiting to happen!
