I was wondering if Disney has lifted the restriction of hotel hopping - for example say I want to go eat at Geyser Point - can I drive over there and park? Also is valet parking for handicapped available again!

There have always been restrictions on parking at a resort without an ADR. They were just never enforced with much regularity except at a few resorts. With COVID, they have become more vigilant and it's quite possible to be turned away at the gate. Take Disney transportation and you're fine. Arrive by car and you're rolling the dice.

AFAIK, valet services have been suspended completely so there is no one present to park handicap vehicles.
 
Valet parking for handicapped needs had been available since reopening.
 

According to a friend in the area who is on property quite frequently, they are really cracking down as crowds increase, and without an ADR odds are high you will not be allowed past the gate in your private vehicle. EVEN with a mobile order and EVEN if you have clicked “I’m here! prepare my order!” it is pretty much a no-go.

So for Geyser Point, which does not take ADRs, you’ll need to plan on arriving by Disney transportation. If you have your own car that would either mean paying to park in a park lot (assuming you don’t have an AP or something that gives you free parking) and take transportation to and from the park OR park at Disney Springs and take Disney transportation.
