Is it worth getting the "plus" in January? I hear the weather can be cool. Should we just plan to skip the water parks?

We have been in December and January. Some years it is fine and other times it is way too chilly. Unless you want to risk not using it, I would suggest purchasing a regular hopper pass and paying for the water park should you decide to go.
 
Just remember that the "pluses", like the park days on the pass, never expire. Generally speaking, the more days you purchase, the cheaper is the per-day cost. We purchased a 7-day adult PHP for $317, which breaks down to $45 per day. If you limit yourself to regular PH passes, the most days is 5. These are also more difficult to purchase in advance (fewer sources) than the PHPs. Disney's advance purchase price for the 5-day adult PH is $265, which works out to $53 per day. In this analysis you can save $8 per pass/per day by extending and this assigns zero value to the pluses. Anyway, there are still considerations under which you would prefer the PH over the PHP, but you shouldn't lose sight of the fact that the pluses don't expire.
 
First, the "plus" isn't just water parks. There may be something else you like. Also, the plusses don't expire, so you could use them on another trip.
