Historically speaking, free dining in December?

I know that there have been no free dining announcements made past September 29th, but historically speaking (knowing that is not a guarantee) has WDW had free dining in December? If so, when?

We had free dining the first week of Dec 2009, I'm not sure if what other years had free dining in December.

There were General Public Free Dining offers in December of 2009 and 2010. The 2009 vacations were good for bookings December 1 - 19. The first week of December 2010 was blacked out and the offer for the rest of the month had to be booked by December 21.
