Discount codes, Annual Passholder discounts and Florida resident discounts:
In the past, these three categories have offered the deepest discounts -- generally 25%-30% off at the Value (All Star) hotels, 35%-45% off at the Moderate, Deluxe and Home-Away-From-Home resorts -- on "room only" rates that are available to the general public.
Disney is relying more on postcards and e-mails that offer discount codes. The cards and e-mails include a PIN code that only allows the recipient to use them, and the exact way Disney determines who gets such mailings is unknown. If you'd like to have a better chance of receiving one, it can't hurt to register at disney.com and check all of the boxes that indicate you're interested in Walt Disney World. Special package promotions, Florida and Canadian resident rates and Annual Passholder discounts have continued to be offered in 2003, but the resident and passholder rates have been fewer and later than in past years.
The chart below lists the time periods when Disney has offered major discounts to the public since I began tracking the codes in March 2001, the approximate dates they became available, and the expiration date, when known. There may have been additional blackout dates (dates when the special discount did not apply) that are not noted; typically a few days on either side of Easter and Thanksgiving are blacked out. Keep in mind that the year or so after the horrifying events of 9/11/01 was unusual due to a huge drop in tourism, so there were far more discounts than usual during that time.
The following time periods had no "room only" discount codes that were available to everyone: 5/24/01-8/8/01, 12/26/01-12/31/01, 2/14/02-4/20/02, 12/26/02-12/31/02, 2/14/03-2/16/03, 4/10/03-4/26/03, 7/4/03-12/31/03.
