Help with SR paypal cashout

I finally have enough money to cashout at SR, but when I click the link, it says that I do not have enough credits to cashout. None of the offers that I have done said they couldn't be cashed out through paypal. What am I doing wrong? I was so excited to finally be able to cashout, and now it won't let me. HELP!
