I spend a lot of time in my car too, and ate at a fast food restaurant once or twice a day. Like your DH, I would also often not eat a thing until I got home at night, and then I would overeat.
I would suggest he eat a high protien or high fiber breakfast, which will help him feel fuller longer. Plain scrambled eggs are good, as well as cereals like Total, Kashi etc. I know, I hate eating breakfast too, but it does make a difference. The cereals have carbs of course, but if he is on Atkins he can go ahead and have bacon and sausage instead. (Yum) Then pack a small cooler for him - he can still eat in the car, but now he'll have good stuff.
As far as what to pack, I think that depends on how lo-carb you have to get. I often have salads (lettuce, tomatoes & cukes) with oil & vinegar with a can of plain solid white tuna on top. This really fills me up. I also take with me some fruit for snacks or desserts-apples and bananas are good and are low calorie. I also really like nuts, although they are higher in calories they are good for protein and a few really do make you feel fuller.
Whole grain wraps are carbs, but they are better than regular bread and are generally lower in calories than two slices of whole grain bread for a regular sandwich. You can fill them with turkey, lettuce & tomato, or maybe ham, all of which are low carb. Cheese in there is great, but again I'm not sure if dairy is OK or not.
If he likes chili, you can always fill an insulated bowl for him for lunch. You can make it with or without beans depending on the carb/protein requirements.
I also eat a lot of yogurt mixed with whey protien (vanilla flavored) which tastes pretty good, and again, is pretty filling and low in calories.
Lastly, pack lots of water for him. Of course this means more pit stops,

but it keeps you feeling fuller and keeps you away from the soda and juices. It took a couple weeks to get used to having water with most meals instead of other drinks, but now I don't even notice.
