I have had the worst chapped lips in the past few years. It got so bad somebody actually asked me if I was okay.
One day I was wandering through the cosmetic section and a woman approached me and freaked out about how sore my lips looked, yadda yadda and insisted I just try this product. So I did, it worked within five minutes. It's Sisley's lip balm. It's ridiculously expensive but works like you wouldn't believe. I have to use it constantly though or my lips go back to normal within a week. My secondary options would be carmex or blistex like a few other posters recommended. Vaseline does not work for me at all.
