The only way to get rid of your belly is to do at least 30 min of cardio a day and keep the diet clean with whole foods. Spot reducing (ie, just doing sit ups) is not going to work. Sit ups should be done about 3-4 days a week to strengthen muscle. Its not what people want to hear but its the only way (aside from lipo).
Im gonna say just exercise perferably cardio...........I have heard that thats the first place you lose AND once you got a routine going you should lose in the area where you have the most fat! so if either of those statements are true........ then he should be alright!
