Help, who is this character?

I am doing a scrapbook page for our first trip to DL way back in 2003 (gasp I am so far behind!) anyway, I have a photo of a character that I have no idea who he is! I will post the photo as soon as I can find the digital one.

He was out around halloween and was with the witch from Snow White and The Queen of Hearts. He was tall with balck hair and a red hat, red overcoat and red tights. He had on brown shoes and I think white gloves. Is he the King of Hearts?

He was/is scary looking LOL

That was her first trip to DL and she was almost 2. She was so excited to see the characters, first was the old lady from Snow White and they she saw the Queen of Hearts, then this guy and finally cruella. By time she got to him though she wasn't real sure she liked him. Cruella didn't scare her as much especially when she found out she wore diapers. That seemed to scare her
