Yes, you can book the AP rates without actually having passes in hand. The new rates that just came out use code EWP. As long as you have the passes when you check in, you'll be fine.

AP rates seem to be the best out there, along with email or postcard rates that only target certain people. If you know when you're going, book now! There are a limited number of AP rooms, and there is the very real possibility of them selling out.

Yes you can book the resort with the AP code without having an active AP. You simply need to activate it during your stay.

I have never seen a lower rate become available than the AP rates but if they do you can always change it. However after a certain period of time they do charge you to make changes. Perhaps another Diser will be able to confirm this.

Also, I just booked a reservation for Dec (also going through withdrawls from our July trip (lol) and was told that we could cancel the reservations with no fees as long as it was before 5 days before.
