Help! - Car Rentals for people under 21

Hi, my friend and I are going to be down in SoCal from September 23-30th. We have almost everything booked including the car rental but here's the issue:

I'm well aware that next to no car rental companies rent to under 25 except the last couple times that my family has gone down to SoCal we have rented from an independent car rental company and we had absolutely no problems with them. The good thing about this car rental company is that they do rent to people under 21 which excited me. The bad thing though is that you have to have 100% full coverage car insurance from whereever your from because if you're between the ages of 18-21 they won't let you buy theirs.
At first this was kind of a problem because my friend doesn't have full coverage however we talked to her insurance company and their giving her full coverage for the month of September. So after doing all that the car rental has confirmed our reservation however they seemed sketchy on it. The communication between us and the car rental agency didn't go so smoothly and I'm not sure if we understood eachother so even though we have it reserved and confirmed, I know they can still deny people.

So my question is....

Are there any other car rental companies in the LAX area that rent to people under 21? We are aged 20. I'm just curious just in case the reservation that we have no falls through.

We had considered driving down but it is a longgggggggggg drive from canada(about 24hours) so we opted into renting a car. I looked into shuttles and taxis and buses and trains but there is so much that we want to see and do that it didn't make sense.

Do either of you have a college I.D. card ? if so what state?

Wait a minute, are you insured in CANADA? And your insurance is going to cover you for a car rental in the U.S???

Also, I would note that you can do PLENTY these days in Los Angeles via bus and metro. What part of town will you be staying in?
 
I had this problem on my honey moon, and they just asked for about $600 in cash up front. We got all the money back, but there was no issue with me not having full coverage. This was in Kauai. Maybe you can call and see if this is an option??
 
I'm 24 and rented a car in Florida last year, I know it's not the same system (over 21 and under 25 they usually let you but with a $20ish surcharge per day) but i'm thinking if you call a few companies they might be able to work something out, though as another poster mentioned it may involve leaving a large cash deposit or authorising a large amount on a credit card.
