Yes. But there were some stipulations.
Only one of my rentals is in an HOA and it is specifically a STR resort community so no worries there for me. But, I can't imagine buying an investment property and the rules changing. All of my STR FB groups caution against buying a STR in an HOA just for that reason.

Evidently, older HOA neighborhoods like ours are targeted by investment companies looking to flip houses and create rental houses. Older HOA bylaws do not outlaw this practice - where newer HOA neighborhoods do. The bylaws have to be changed, which can be a challenge.

Our neighborhood snapped to attention when 3 or 4 houses in a row sold to investment companies and became rentals in the span of a few months.

These houses can stay rentals until they are sold. Once sold, the house can no longer be rented.
