help bringign aging parents to vero beach

if anyone has the time to help me I really would appreciate it.

1) are the two bedrooms lock off or deicated?

3) What is the difference with a HA room to a regular room?

4) My dad is in chronic kidney failure I was going to rent a scooter when we get to wdw from an outside company and take it too vero. Will he be allowed to use it to go to the pool and will it fit through the door? He should have one at home but doesn't but he won't be able to walk from the room to the pool etc.

5) when we were there sept 2010 there was a large sand shelf do you have to climb down the shelf or is there a more acessible way on to the beach....I am afraid nither of my parents could do that.
