Question about Heathrow Airport for those that have been there...

Are there luggage carts and or porters when you get off the bus?

By bus, do you mean DCL bus from the Dover port?? If so:

We got off the bus at terminal 4. There were no porters and only a few luggage carts. Carts were there, but you had to go hunt them down. The bus also stopped at another terminal prior to our stop. I'm sorry, but I don't remember which one. But I remember seeing TONS of luggage carts. We were worried about that - we aren't light packers!! - and was so relieved to see the carts just stacked up and waiting. Then, we got to our terminal - not so much. Fortunately we had a teenager who can sprint and retrieve! Luggage cart obtained and luggage problem solved.

All kidding aside, I'm afraid I don't have a great answer to your question. It probably depends on the terminal and time of day. For reference, we arrived at terminal 4 somewhere around 10:30 AM or so.
 
Terminal 4 unfortunately tends to be the one with less of everything. Terminal 3 always has loads of luggage carts. There are porters but they aren't as obvious as at American airports. They tend to be inside at a kiosk rather than floating around like in the US. Terminal 5 also has a lot of luggage carts.
 
There should be trollies at all the terminals, but they tend to get dispersed and it can be some time before they get returned to where they are meant to be. If there are non obvious, then if someone can wait with your luggage the others should be able to track one down quite quickly. There are some porters but they are not so visible as in the U.S. And rarely out offering their services.
We are from the UK and have never used a porter in a UK airport, but use them all the time in the USA because they are just there!
 

Answering my own question/ got this for the Heathrow Airport website:

Heathrow Porters are at your service to help with luggage. Porters are available on terminal forecourts and in baggage reclaim halls. On your departure they will meet you and your party on the forecourt and escort your luggage to the check-in desk. On your return journey they will meet you and your party by the carousel and take you and your luggage to a point of transport or a waiting relative. The porter service is operated in partnership with ARL, Heathrow Airport's official service provider.

Just to add to what's been said:

I've just dropped some family off at Terminal 4 and there were luggage carts lined up everywhere - hundreds of them.

There were also loads and loads of porters just standing there and waiting for something to do.
 
One other point - the luggage carts are free at Heathrow, unlike some American airports
