having to click twice on post message

For the last three days anytime I have tried to reply to a message the first time I hit the button to post, nothing happens, approximately 3 seconds later the button becomes active again and it will work when I hit it the second time.
Windows 10, Chrome Version 72.0.3626.109

I find there is a brief delay when posting a message, but after a few seconds it shows up.

I've had this problem for a very long time. Even started a thread here a while back. It has never resolved and nobody had any answers.
