Have an excursion problem

Doing research I have noticed Disney is charging Adult prices for excursions for kids older than 9. Why is this? What age do they start charging adult prices when booking vacations (12)? I just thought this to be a little extreme!
If you book your own excursions, such as Atlantis in Nassau, the dig, what is the cut off for kids. Trying to come with an idea on costs.
 
This is true at both Disneyland and Walt Disney World as well. Children under 8 are eligible for the children's pass and everyone 9 and over must pay for an adult pass.

Our DD and her friend (both 10) will be charged the adult rate both for our excursions and for our passes at WDW.
 
Disney's Coral World excursion at St Thomas charges DS10 as an adult.
We are planning on going on our own. DS will be charged as a child (ages3-12) at the door.
 
That's the way Disney works, adult prices kick in at age 10 across the board for park admission and shore excursions.

With cruise fares, however, they do not charge adult pricing until you are age 18, unless the child is the second person in the cabin with another adult. :)
