Is it just me, or does it seem to be moving faster?

They have control over any of the omnimover rides to increase or decrease the speed. There's a maximum and a minimum, but between the two they can shift it.

It might be. I remember reading some site recently that mentioned WDW altering the timing of a few rides. I do remember that it was mentioned that they reduced the loading time of Rock N' Rollercoaster by a fraction of a second and now carry about a half million more riders per year because of that tiny change. I think another might have been Buzz? But they do apparently tinker with the timing.
From my years of playing Roller Coaster Tycoon I can tell you that just shaving off a few seconds from the ride time can add a a lot of throughput.
But alas the ride breaks down more and you have to hire more mechanics.
Also if you speed up the belt too much you have to stop it more for mobility impaired guests which probably would negate any added capacity.

I would have my doubts that Disney could increase the speed of the Mansion simply because
1- it is a continuous loop ride and
2- the visual is in sync with the audio.
3- Speeding up the speed of the loop would mean speeding up the audio...

Most of the other rides around WDW could have their speed adjusted without impacting the visual/audio sync, but not Mansion.
The audio that is coming FROM the in-house scenes would continue playing in sync with the actions:
(sinister piano playing, hallway door-knockers and bulging/creaking, Madame Leota in the crystal ball and her sound effects, ballroom organ, and many, many others.)
The Ghost Host's voice narration is triggered to happen by the location of the Doombuggies, so that wouldn't have to be changed.
So it wouldn't be a problem to speed up the motion in relation to the current audio (within reason.)

Agreed, and despite my tongue-in-cheek comment about the chipmunks, the narration and effects are timed to match doom buggy design speed. If they crank it up too much, riders will miss some of the associated narration/effects as they speed thru the attraction...
But HM is also one of those rides where I look at different things everytime I ride, constintly looking for items that I hadn't seen before. I feel like it's moving so fast now that I can't even do that.
