Has anyone brought Aluminum Ramp on Plane?

I am pretty up on most regulations regarding flying and the disabled and I know all assitive devices must be transported by Airlines free of charge, but I cannot find a specific answer to whether a folding aluminum ramp [to allow Elec. wheelchair to go in rental van] would be covered by this rule.

Has anyone here traveled WITH a ramp like this by air? if so how was it delt with?
 
I am not sure if it is addressed at all, but if you confidantly argue that it is part of the equipment you need to accommodate your disability, I think it probably won't be challenged.

How big is it? Would it be able to fit in a suitcase or is it too big? I've seen people travel with some pretty big pieces of sports equipment and count it as one of their pieces of baggage. If you are not over your baggage allowance, it may work better just to have it as one piece of your luggage.
