happy to see

I agree - apparently it requires that guests be checked in online and baggage fees paid before they can drop off their luggage. So staff here won't be printing out boarding passes, etc. And requiring guests with flights before 1:00 PM to drop off their checked luggage the night before allows the new service a lot of time to transport it to MCO and for whatever security checks are required at MCO before being sorted for individual flights.
Why would they need any extra screening than bags dropped off at the counter? It's more that they want the 3-4 hours dropped off to have the bags at MCO 2-3 hours before the flight (like anyone else checking in at the counter).

What time will the drop off kiosks open in the morning?

RAC had a 4 hour requirement. The earliest flight usable is 1p.. That suggests a 9a deadline. I'd assume opening no later then 8 8:30. It's possible, with time, the regular staff will be able to handle it. Do you want your luggage stored or sent to the airport?
