But to answer your question Halloween Times start sometime in September each year.

I've had a quick search on the forum and someone correct me if I'm wrong but there doesn't seem to be a lot of info on the 60th Anniversary just yet. As KOUKLI said, there hasn't really been very much information on the 60th yet. Lots of rumors, but very little confirmed info. HydroGuy had a thread going about what to expect:

In terms of HalloweenTime, the decor generally starts appearing early September. The attractions (Space and HM) and entertainment (Big Thunder Carinval) will start in mid-September. This year, HalloweenTime starts on 9/12/14. Assuming no major deviations in the schedule due to the 60th, I would tentatively guess HalloweenTime will start on 9/11/15, but as Sherry (the leading Halloween/Christmas person) pointed out, Disneyland may not want to start the festivities on 9/11, so HalloweenTime might official start on 9/10 or 9/12 next year.
