There will not be any discounts for MNSSHP on 10/31 and will be the most expensive of all nights. That night will be one of the first nights to sell out and if you are 100% certain you are going that night, I'd say purchase as soon as they go on sale (which is usually around 5/1).
As others have said, it depends on when you were planning on purchasing your tickets. If you meant: is it hard to buy tickets while they're still available? Then the answer is it's easy because they're sold at the parks and online.
If you mean, can you wait until the week of Halloween (or even the month of October for that matter) and get tickets, then the answer is most likely no. Halloween night and the one right before and the one right after almost always sell out well in advance of the event itself. So, if you want to go to MNSSHP on Halloween night, I'd buy tickets as soon as you can.

That depends.Would you be crushed if it sold out before you were able to get tickets? if so Buy them when they come out....THAT SAID....it USUALLY does not sell out right away.Usually there are tickets available till summertime.BUT like all things Disney, that could change at any moment

I agree with the PP, the tickets are unlikely to sell out on the first day. I won't say they won't, but it's highly unlikely! I'd say you have until mid-summer at a minimum to buy Halloween night tickets. Last year (2013), Halloween night tickets sold out at the start of October.
OP...I bought our tickets for Halloween night in 2011 in late August when we booked our trip. We had no problems getting tickets for that night, but we didn't want to wait too much longer.
I bought my MNSSHP ticket for Halloween night in early October. It sold out about a week later. It's not something you have to seize the second they go oon sale, but I wouldn't wait too long either. It shouldn't be difficult or anything though.

If you want Halloween night, I'd book as early as possible. I know some posters have said they booked that night as late as early October, but keep in mind that this year the 31st falls on a Friday night. So you will have many local's attending as well as vacationers. Thursday may be less crowded if it doesn't sell out, but there's no guarantee that it won't sell out as well. Good luck..
