You're only in a group with others if you do the public RIP tour. For the private one you pay for the entire tour then bring your own group with you, up to 10 ppl.

I realize that. But I can always add her to our tour reservation which I would think guarantee her as being part of our non-private tour.

Yes, you can request the same. It looked to me like she just booked the same date and was hoping to be in the same group which is a shot in the dark.
