The decorations are up for the party so if it starts that early, then yes.
Disney seems to be trying to squeeze as much out of us as they can. Every night that the parties are held, the MK closes to regular Guests at 7:00 and you have to buy a extra ticket if you want to stay latter.
Moving the dates out farther and farther for the parties, really lessens the value for people who don't have the extra money. They are already paying $80 to get in no matter if MK closes at 5:00, 7:00, 8:00, 10:00, 12:00, or 1:00. It doesn't seem fair.
I would doubt that there will be a MNSSHP on 8/30 as the MK is open until 10:00 that night. The first night the park closes at 7:00 pm is 9/3, so I would suspect that the first party will be 9/3
We were at WDW August 23-30, 2009. Magic Kingdom was completely decked out for Hallowe'en by the time we left. It started with the orange and brown banners, and then one morning we walked into Magic Kingdom, and there were pumpkins everywhere! It was really cool to see the park all decked out since we aren't able to travel to WDW in October due to my work schedule.
Touringplans.com says MNSSHP will be held October 3, 5, 7, & 8 during your trip. I haven't seen any information on this event for 2010 on the Disney site or on Allearsnet, so I don't know how accurate it is.
