H&V-the only place to see Oso?

Is H&V the only place to see Oso? We don't really want to waste 3 TS credits or pay $75 OOP just for DS4 to see Oso. I know that Handy Manny, Leo & June are in other places but not sure about Oso. Thanks for your help!
