Hi everyone! Was wondering if there were any guest relations at the the theme parks that were outside of the park, so we can upgrade a ticket before we go in, and what time do they open?

Downtown Disney has a large one. We use that one. Not sure what time they open though.
 
They have guest services at Downtown Disney - if that helps.

There are guest relations booths outside of the main gates of all the parks. Just go to whatever park you plan to enter that day and find the area marked "guest relations".
 

I think you are supposed to use your ticket once before upgrading
If your ticket is a package ticket, a Disney Store ticket, or a third party discount ticket, or purchased before the price increase from any source except directly from Disney online or willcall, you will lose money if you upgrade before using the ticket to enter any theme park. If you use your ticket to enter a theme park, your ticket will be valued at Disney's current gate price (price-bridged) when calculating upgrade cost. There is a Guest Relations facility just inside each theme park. A ticket purchased directly from Disney, as described above, is not eligible for price-bridging.

This is why I love the Disboards...I had no idea that tickets purchased "directly" from Disney are not eligible for price-bridging! As I posted in another thread, we tried to upgrade my DH's package 7 day base ticket this past Sunday at AK and they were giving me a ridiculous low price. I'm still not sure where they were coming up with the price, but is was $60 less than what I paid for the ticket. We had a flight to catch and had to leave for the airport, without the upgrade. Spoke with ticket department at Disney on Monday and they are allowing us to upgrade the ticket when we return in August. So, my DH will have to upgrade at Guest Relations outside the parks, as the ticket will no longer be "valid". It really creates a host of issues, such as securing FP+'s, etc... I knew DTD had Guest Relations, so we will probably use that one (never again at AK!!). I hope it opens early!! Want to get to the park ASAP that day! :)
