That's a real squirrel!!! He was crawling around inside the stroller getting the contents of a plastic bag. Pay attention to the details in the picture and you should be able to identify where it was taken.

Yup, you're right. Do they do the "eh" thing in Philly? Canadians always get teased about "eh" but I think it is pretty prevalent in the US too.
