Group of 10, with 3 seperate dining plans

Quick question for my brother in law's group traveling for the first time. I could not answer this for them, since we've never been with a large group.

There will be 10 people total, but 3 families on 3 seperate dining plans.
If they choose to make a dining reservation for the 10 of them, will they be charged the auto 18% gratuity even though they will be on 3 seperate tickets?
