The best steak I have had is at Concourse Steakhouse which is closing on May 31st but I heard this morning that they are going to have the same steak and the new Wave restaurant at the Contemporary. So it all depends on when you are going. That is what I would recommend though.
I should also add that I only started eating steak last year and so I haven't really had a trip where I have had the chance to eat a lot of steak. We are going in September on DxDDP and I plan to order steak a lot. When are you going?

Okay, this is my last on this page for today, I've asked several questions in a row here!I'm looking for a place to have a delicious steak, somewhere you just loved! But, somewhere casual, not too fancy or dressy of a place, or extremely expensive, just something really good we can go to in our park clothes. Sometimes that's hard to get, you can sometimes make a better steak at home on the grill!

The best steak on property is at Shula's but it does not meet the rest of your criteria. The best steak that we have had at WDW that meet your critiera would be LeCellier located in the Canadian pavillion in EC. It is a tough ADR to get so call 180days.
Now that Le Cellier charges $34.99 for their steaks, it's only a few $ cheaper than the Signature restaurants. That's definitely something to consider for those paying OOP. It's now an even better deal for those with DDP though.
