Grand Villas?

After reading all the posts concerning the new reservation booking change and how it will affect being able to get hard to get reservations for popular times and for Grand Villas year round, my question becomes; IF Grand Villas are that popular and thus so hard to secure reservations for, no matter what reservation booking procedure is in place, why didn't DVC build more of them in the past DVC resorts and why not build more of them in resorts currently under construction?

Grand Villas are not all that popular other than a few specialized situations. OKW GVs are not much more than 2Br for other resorts during the week, and BoardWalk GVs during certain times of the year. I will add that depending on the points chart BLT GVs are likely also going to be high demand for 3 reasons, only GVs on the monorail, new resort, the location of the GVs (on the top floor gives then an unprecedented view)
