I think the heat in the south drives people indoors to restaurants, bars, etc. Once inside those establishments, any person wearing a mask can take it off to eat/drink, opening themselves up for contracting the virus. Alcohol is a contributing factor as well, especially with younger people. It lowers inhibitions and increasing risky behavior. And so people get closer to each other, they get louder when they speak and that's also going to drive up the number of infected.
There's a real irony to this whole thing when it comes to Disney. They're requiring people to wear masks when outside in very high heat/humidity when, if properly physically distancing, that's where they will be the safest. However, when inside a contained space and seated at a table, they can take off their masks. I get it....you can't eat with a mask on. But you're far safer outside with no mask than you will be inside at any restaurant without one.
