I've never attempted to use a Fastpass outside of the window but it's been said that you can use it up to 5 minutes prior and 15 minutes past your window. (Of course this would not be the case for Fastpasses that have a short window such as a show)
I've found the shows stricter with FP. Once the FP line is admitted they fill the show capacity from the standby line so if you are late to arrive with your FP the show might be closed to you. It's up to the CM and if there is extra space and if the pre show has started, if any.
You don't need to ask. You can walk up within 5 minutes prior to your fast pass time and scan your band and it will light up green. It's programmed in the system that way and not done by the CM
We are here this week, have scanned in 5 minutes early multiple times with no problems. Once we were 6 minutes early and were waiting, the cm said to go it was okay and it did turn blue instead of green at 6 minutes early.

In June, the Mickey heads lit up green up to 15 min past. It is programmed into the system as @CAS239 posted. We were at 16 min late for Splash bc the FP line was incredibly long (before the scanner) and the Mickey head turned blue. At that point, the CM allowed us in bc of the long FP line.
Definitely this. We have stood there waiting until exactly 5 min before to be allowed thru. Also, this past trip we were late (1-3 min?) over the 15 min allowed time and the CM would not let us on, until we explained/showed proof of a valid reason causing us to be late. Thankfully we had proof in our hand. Our MBs were then given overrides.
