Govt. Rate Question

Hi,
We had the pleasure of staying at the Dolphin this past Feb., and are planning another stay there for May of next year. My sister is also going with us, and I understand that I can get her room with my Govt. ID.
My question is when I call to make the reservations, can I have the Dolphin send her a confirmation, and she can then make her intial deposit, or would I have to do that for her? Not really a huge problem, but I thought I'd ask the experts here
